Review response-data handling and the AGPL/Enterprise licensing boundary

The core is AGPLv3, while apps/web/modules/ee uses a separate Enterprise license and requires a valid Enterprise license for production use. Surveys can contain personal or free-text data, so storage, access, and retention need deliberate controls.
