Before adoption
Consul 2.x source is BUSL-1.1 rather than an OSI open-source license
Licensed Work from Consul 1.17.0 onward is under BUSL-1.1. The license permits specified production uses but restricts hosted or embedded competitive offerings against IBM's paid versions. Each version changes to MPL-2.0 after four years.
Version 2.0.4 includes ACL requirement changes and security fixes
Consul 2.0.4 adds a mesh:write requirement for code-executing Envoy extensions and escape-hatch configuration and includes fixes around RPC headers, peer catalog authorization, and xDS handling. Its source module targets Go 1.26.7.
